As a result of EBA Сonsumer Electronics Committee long-lasting efforts the Resolution of the Cabinet of Ministers of Ukraine “On Amendments to Some Regulations of the Cabinet of Ministers of Ukraine” No 838 was adopted on 5 September 2012. This Resolution considers the position of EBA Consumer Electronics Committee on the introduction of modern radio technologies in Ukraine. The abovementioned Resolution amended the National Table of the Radio Frequency Bands Allocation. It now contains subparagraph 24.1 “Ultra wideband radio access”, which gives an ability to use this standard in Ukraine. However, there is a limitation: usage of this standard should be only inside the premises with spectral density of the equivalent isotropic radiated power up to 13 dBmVt / MHz.
Background: Any radio electronics utilises radio frequency resource of the country where it is used. The utilisation of this resource is regulated by the national legislation. In Ukraine this issue is regulated among other by the Law of Ukraine “On Radio Frequency Resource of Ukraine” No. 1770-III of 1 June 2000 that foresees obligatory procedures for the import and the use of radio electronics in Ukraine. The initial step in this process is the introduction of radio technologies into the “Plan of Use of Radio Frequency Resource of Ukraine” (hereinafter – Plan). In Ukrainian reality this process took a lot of time. In particular, it related to the wideband radio technologies like TransferJet (radio frequency band 4.2-4.8 GHz) and technology WirelessHD (radio frequency band 57-66 GHz), whose introduction into the Plan continued several years. The first step in situation’s improvement was made in March 2012, when due to EBA’s efforts the National Commission for Telecommunication and Informatisation Regulation of Ukraine (hereinafter – NCRTI) approved with its Decision No. 153 of 22 March 2012 the “Recommendations on Amending of the National Table of Distribution of Radio Frequency Bands of Ukraine and Plan of Use of Radio Frequency Resource of Ukraine”.
We are happy to inform you that after the EBA’s long-lasting cooperation with respective state authorities, these positive amendments to legislation of Ukraine are finally adopted by the Cabinet of Ministers of Ukraine Resolution No 838. As a result the National table of the Radio Frequency Bands Allocation contains now subparagraph 24.1 “Ultra wideband radio access”, which gives an ability to use this standard in Ukraine with a small limitation: usage of this standard should be only inside the premises with spectral density of the equivalent isotropic radiative power up to 13 dBmVt / MHz. Therefore, foreign producers of electronics received an opportunity to import and sell hi-tech equipment to consumers in Ukraine having conducted necessary research and having received relevant permits.
