Positive trend of collaboration between businesses and

the Ministry of Agrarian Policy and Food of Ukraine continues

The efficient collaboration of professional organizations involved in the grain sector, along with dialogue between the Ministry of Agrarian Policy and Food of Ukraine (hereinafter – the Ministry) and leading grain market players, has resulted in the signing of a Memorandum of Understanding between the Ministry and grain exporters for the 2014/2015 marketing year (hereinafter – the Memorandum) dated 27 January 2015.

Background: In recent years, owing to the constructive cooperation between the EBA Grain and Oilseed Committee and other grain industry organisations representing grain market players, with the purpose to settling the grain export issues, the memorandums ensuring smooth grain export operations with clear and transparent principles are concluded on a yearly basis.

For the first time, the Memorandum on Cooperation in the Grain Market, that appeared to be an efficient mechanism both for state objectives to ensure necessary stabilisation of the customer’s grain market and food security, as well as the intentions of grain traders to export volumes and form transparent rules for cooperation with the state in the respective market, was concluded in 2011/2012 marketing year.

According to the provisions of the 2014/2015 Memorandum, the Parties made agreements for partnering in the grain market and respecting mutual interests. We would like to note that the memorandums have become an effective tool in developing a consistent dialogue between the government and representatives of the grain sector. In our opinion, this document will ensure market predictability and flexibility in grain export issues that are considered to be important factors for successful export activities.

The EBA would like to extend its gratitude to the representatives of Ministry for their cooperation with the leading grain market players of Ukraine. In addition, we hope for further dialogue!
