  On June 30, the Verkhovna Rada of Ukraine voted by 291 in favor of the draft Law “On Amendments to Article 4 of the Law of Ukraine “On Pesticides and Agrochemicals” on Import of Pesticides into the Customs Territory of Ukraine” (draft law №2289) of October 18, 2019, in the second reading and as a whole. This decision will give the green light to the access of innovative CPPs to the Ukrainian market. Over the last five years, the European Business Association has repeatedly stressed the need to lift restrictions on the access of innovative CPPs for state testing and state registration. An anti-competitive rule restricting the import of CPPs samples was introduced into Article 4 of the Law on Pesticides and Agrochemicals at the end of 2015 and in fact, closed access for Ukrainian farmers to the latest developments in the field of crop protection. As a result, Ukrainian agrochemical science has suffered greatly over the years, and agriculture has lost billions of hryvnias each year, as the lack of innovative CPPs has hampered the potential growth of both quantitative and qualitative crop characteristics. As soon as this draft law is adopted, signed, and implemented, it will be possible to start the testing of innovative and high-quality crop protection products this year, and in the short and medium terms – Ukrainian farmers will get modern tools to control weeds, pests, and plant diseases. Therefore, we would like to thank all those who contributed t0 resolving this crucial issue for the agrochemical industry, in particular the representatives of the Government of Ukraine, the leadership of the Verkhovna Rada, and all MPs.
