The EBA welcomes publication and adoption of the Order of the Ministry of Economic Development of Trade and Agriculture of Ukraine №1176 from 20 June 2020, which amended the rules of use of measurement units in Ukraine.
In particular, the EBA did not support the first version of the draft Order, published on the website of the Ministry on 14 January 2020. The previous draft foresaw that all legal entities have to use both Latin letters for designations of units measurement and Ukrainian letters on the labeling of products provided on the Ukrainian market. The EBA members believed that such amendments to the Draft Order on mandatory bilingual labeling would lead to a significant deterioration of business conditions and additional costs because of the changes in production.
The EBA is grateful to the Ministry for taking into account most of the propositions in the updated version of Order №1176, which currently provides the mandatory use of only Latin letters for designation of units of measurement and the possibility of using Ukrainian letters additionally for agrochemicals, consumer electronics, medicines , cosmetics, and veterinary drugs, etc. Moreover, in the case of bilingual labeling, the manufacturer will also have a right to decide in what sequence to apply Latin and Ukrainian letters. Unfortunately, the Order leaves an obligation to carry out labeling for food products in two languages, as, according to the law, the main labeling language for such products is Ukrainian.
