  The EBA welcomes the signing by the President of Ukraine of Laws 128-IX and 129-IX On 17 October the President of Ukraine Mr Volodymyr Zelensky signed Laws No. 128-IX and 129-IX aimed to unshadow transactions during sales of goods and services, which were actively supported by the European Business Association. These Laws a number of provisions that were strongly supported by the EBA, namely: (1) the increase of responsibility of business in case of absence of fiscal check (currently, a fine is 1 UAH); (2) introduction of a mechanism of so-called “cashback” aimed to motivate consumers to check the validity of fiscal checks; (3) gradual expansion of the compulsory use of cash registers; (4) possibility to use in parallel with traditional cash registers a free software that can be installed on a mobile phone or other device; (5) new opportunities to provide small amounts of cash (up to UAH 500) at any retail outlet. At the same time, the EBA emphasizes the need to simplify reporting and accounting for businesses; to foresee the possibility to protect consumers rights by confirming a purchase without issuing a paper check. The European Business Association supports the steps taken by the lawmakers to create equal business rules and to fight the shadow economy in Ukraine. We hope that the 2-year moratorium on inspections foreseen by the Presidential Decree No. 761, which actually defers these steps, will be effectively used to work out standards in practice, including the testing of all new technologies. Therefore, we are grateful to all involved state authorities for fruitful cooperation and taking into account proposals from business.
