  The Ministry of Finance Has Taken the EBA’s Proposals into Account Regarding the Postponement of IMEI Requirements for Fiscal Receipts The European Business Association welcomes the Ministry of Finance of Ukraine’s consideration of the proposals submitted by the EBA Consumer Electronics Committee regarding the introduction of a mandatory requirement to indicate mobile phone IMEI numbers on fiscal receipts. In particular, the revised draft order provides for the postponement of the entry into force of the relevant requirements until 1 January 2028. On 31 July 2026, the Ministry of Finance published the draft order “On Approval of Amendments to the Regulation on the Form and Content of Settlement Documents / Electronic Settlement Documents”, which provides for the mandatory indication of IMEI numbers when selling mobile phones. While supporting efforts to combat the illegal circulation of communication devices, member companies of the EBA’s Consumer Electronics Committee highlighted the practical challenges involved in implementing the new requirements, particularly in e-commerce, where the IMEI of a specific device often becomes known only after payment has been made. Introducing these changes will require significant adjustments to IT systems, warehouse operations, logistics, and other business processes. To discuss these issues, the EBA initiated a working meeting with representatives of the Ministry of Finance, the State Tax Service, and the Economic Security Bureau, which took place on 7 September 2026. As a result, a compromise was reached to postpone the new requirements until 1 January 2028. On 18 September, the Association submitted an official letter outlining the consolidated business proposals for revising the draft order. In its response dated 8 October 2026, the Ministry of Finance confirmed that it had taken the Committee’s proposals into account. In particular, the revised draft order provides for: The entry into force of the mandatory IMEI requirements on 1 January 2028, giving businesses additional time to adapt. Clarification of the procedure for indicating multiple IMEI numbers for a single device on fiscal receipts and other settlement documents. Furthermore, the Ministry of Finance confirmed its readiness to join a working group hosted by the EBA to further address practical issues related to the implementation of the new requirements. The European Business Association thanks the Ministry of Finance of Ukraine, the State Tax Service, and the Economic Security Bureau for their constructive dialogue and willingness to take the business community’s position into account. We look forward to continuing our cooperation to ensure the introduction of balanced and technically feasible regulations.
