On December 7, 2017, the Verkhovna Rada of Ukraine adopted the Draft Law No.6776-d “On Amendments to the Tax Code of Ukraine for Balancing Budget Revenues in 2018”. The document, among other things, envisages exemption of VAT and excise tax on imports of electric cars into the customs territory of Ukraine. Tax concession is introduced from 1 January 2018 until 1 January 2019. Thus, the cost of electric cars in Ukraine will decrease by 17%. Previously, the Law of Ukraine No.822-VIII of November 25, 2015 “On Amendments to the Law of Ukraine” On the Customs Tariff of Ukraine” has already abolished the import duty on electric cars. After implementation of the provisions of the Law in practice, the number of electric cars in Ukraine has increased significantly. During 9 months, experts from the Automotive Committee of the European Business Association have repeatedly emphasized the need to boost the market of electric cars by introducing tax privileges for such cars. Draft Law No.6776-d is aimed not only at stimulating the market, but also at the developing of production of batteries, spare parts, charging infrastructure, electric cars, electric trucks and buses. Simultaneously, in 2018, the work of the Automotive Committee will be aimed at adopting a comprehensive law prolonging tax priviliges.
