Grain and Oilseeds

11/ 06/ 2025
The European Commission has published an updated classification of countries by risk level under Regulation (EU) 2023/1115 on deforestation-free products (EUDR). According to this list, Ukraine has been granted the status of a low-risk country. This is a significant achievement and recognition from the EU, which is expected to provide additional competitive advantages for Ukrainian exporters. The business community of the European Business Association expresses its gratitude to the Government for its efforts in securing this recognition. Representatives of the EBA’s Grain and Oilseed Committee have repeatedly emphasised in their appeals and during meetings with government officials the importance of implementing this Regulation to ensure uninterrupted access for Ukrainian agricultural products to the EU, one of Ukraine’s strategically important export markets. As a reminder, Regulation (EU) 2023/1115 of the European Parliament and of the Council of 31 May 2023 establishes rules for the placing or export of certain commodities — including soy and soy-derived products — on or from the EU market. Under the Regulation, operators or traders placing such products on the EU market or exporting them from it must demonstrate that the products do not originate from recently deforested land and do not contribute to forest degradation. More information on the country classification under the EUDR is available on the official website of the European Commission: https://green-forum.ec.europa.eu/deforestation-regulation-implementation/eudr-cooperation-and-partnerships/country-classification-list_en
