As a result of EBAs efforts Vadim Kolysnychenko, one of the authors of the Language Law, addressed the Prime Minister of Ukraine the proposal to consider the Order by the Cabinet of Ministers of Ukraine to central authorities urging them not to impose the penalties on producers, taking into account the suggestions of the EBA and other NGOs. After the negotiations with the team of authors of the Language Law EBA Committees prepared the list of proposals and justification regarding the text of the Article 26 of the Law of Ukraine On the Regulation of State Language Policy, which provides labelling and manufacturing instructions in two languages: Ukrainian and one of the regional or minority languages. However, due to misinterpretation of the rule the wording of the part 3 Article 26 of the Law could lead to negative consequences, i.e. huge financial losses, uncontrolled movement of goods from one region to another, the retirement of many consumer goods, including socially important ones and large loses for the countrys budget. Thats why the EBA called for the cancellation of penalty fee before regulative acts and the provisions of the Law are brought into compliance. Currently, the Draft Law On Amendments to the Legislation of Ukraine (concerning the Improvement of the Language Policy) No 11185 was registered in the Verkhovna Rada of Ukraine on 6 September 2012. We will keep you posted on further developments with this regard.
