The first 2018 Automotive Committee meeting was held with participation of representatives of the Ministry of economic development and trade of Ukraine.

During the meeting, the issue on possible application of safeguard measures on imports into Ukraine of cars originating from the EU under implementation of the Article 44 of the Title IV “Trade and trade-related matters” of the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, from another part was discussed.

Members of the Automotive Committee emphasized on the need to protect the imported cars market and importance of preventing application of special measures that could negatively affect the import of passenger cars from the EU and lead to decrease revenues to the State Budget of Ukraine.

Also the draft Law of Ukraine “On amendments to the Law of Ukraine “On application of special measures on imports into Ukraine” was discussed, which foresees:

  • introduction of new key elements of procedures: compulsory two-stage investigation and “guillotine” in the part of commercial investigations observance of time;
  • delimitation and clarification of powers and functions of the competent authorities in the framework of trade investigation of each competent authority, in particular, the Ministry of economic development and trade of Ukraine and the Interdepartmental commission for international trade;
  • regulation of business participation in investigations: application and access to information, multi-dimensional consultations.
