EBA Odesa Discussed Opportunities for Establishing In-House E-TTN Infrastructure

04/ 11/ 2026
On 30 October 2026, the Southern Ukrainian Office of the European Business Association held an online webinar entitled “E-TTN Without an External Provider: How to Establish Your Own Infrastructure”. The event focused on opportunities for companies to independently organise their electronic consignment note (E-TTN) operations, obtain provider status, and integrate the relevant processes into their internal IT systems. The meeting was moderated by Volodymyr Huz, Head of the EBA Odesa Transport Working Group and Commercial Director of GOL. The speaker was Artem Semenov, Product Manager at Deals, who presented the capabilities of the Deals OnSite solution and shared practical insights into its implementation. During the webinar, participants explored how companies can transition from using external authorised providers to operating their own infrastructure for E-TTN management. This approach involves obtaining provider status, which allows a company to independently organise the exchange of electronic consignment notes and manage the related processes. Special attention was given to the functionality of Deals OnSite. The solution enables companies to create, sign and exchange E-TTNs, generate related acts, manage supporting documents, and integrate document workflows with existing corporate systems. Through API integration, companies can automate these processes while continuing to work with their familiar ERP and accounting systems. Other capabilities of the solution include: Deployment on the companys own servers or within its cloud infrastructure; Storage of data within the customers internal infrastructure; Customisation and further development of the system to meet business needs; Use of Qualified Electronic Signatures (QES) to sign documents; Automation of document creation, approval, and exchange with counterparties. The discussion also covered the economic feasibility of switching to in-house infrastructure. According to the speaker, this option may be particularly relevant for companies with high document volumes — approximately 20,000 consignment notes per month or more. Unlike the external provider model, where costs include payment for the use of the providers system and the registration of consignment notes in the Central Database (CDB), the in-house model involves paying for E-TTN registration in the CDB, alongside separate costs for infrastructure implementation and maintenance. Participants also discussed the procedure for obtaining E-TTN provider status. It involves having a system that meets state requirements, submitting the relevant package of documents to the Ministry for Communities and Territories Development of Ukraine, and successfully completing system testing by the technical administrator. Another topic was how businesses can prepare for the further transition to electronic document management. Companies should assess their existing processes, transportation volumes, integration requirements, and ability to exchange documents with counterparties in advance in order to choose the most suitable E-TTN operating model. The EBA Southern Ukrainian Office thanks Artem Semenov for his informative presentation and practical recommendations, and all participants for their engagement and questions. Meetings like this help businesses better navigate digital transformation in the transport sector and prepare their internal processes for upcoming requirements.
