Business calls on MPs to urgently approve the postponement of the e-Excise launch

Listen to online Stop   The European Business Association, the American Chamber of Commerce in Ukraine and the Ukrainian Association of Tobacco Products Manufacturers “Ukrtiutiun” call on the Verkhovna Rada to include Draft Law No. 15532 on its agenda and adopt it as soon as possible. The draft law provides for the postponement of the launch of the electronic track-and-trace system for the circulation of alcoholic beverages, tobacco products and liquids for electronic cigarettes until 1 July 2027. The business community supports the postponement, as the full launch of the new system requires both the government and all market participants to ensure adequate technical and operational readiness. This includes ensuring the stable operation of the e-Excise system components, integrating corporate IT solutions, adapting production and logistics processes, training staff, conducting end-to-end testing of product movements, and completing the development and testing of government software solutions. Due to the delay in adopting Draft Law No. 15532 and, consequently, businesses’ inability to plan their operations and purchase excise tax stamps for November 2026, representatives of the tobacco industry estimate that the State Budget of Ukraine will lose UAH 6.5 billion in revenues. The new requirements will cover a wide range of economic operators — from manufacturers and importers to distributors, logistics companies, wholesalers and retailers. Therefore, insufficient preparation time may create risks for the uninterrupted production and supply of legal products, while also increasing operational uncertainty for businesses. For this reason, business associations call on Parliament not to delay consideration of Draft Law No. 15532 and to allow market participants sufficient time to prepare, ensuring an orderly transition to the new system.
