One year of the Lobbying Law: experience and new opportunities for business

1 September marks one year since the Law of Ukraine “On Lobbying” came into force and the NACP Transparency Register was launched. The Law did not introduce lobbying in Ukraine as a practice, business associations, companies and expert communities have been involved in shaping public policy and representing business interests in their engagement with public authorities for many years. Instead, the Law brought this activity within a legal framework and established corresponding rules on transparency, registration and reporting. The European Business Association registered in the Transparency Register on the first day of its operation and has already submitted two reports on its lobbying activities over the past year. During the first reporting period, the Association became the lobbying entity with the highest number of declared lobbying initiatives and meetings: between September and December 2025, it declared 117 initiatives and 58 meetings with representatives of public authorities. Detailed aggregated statistics for the second reporting period have not yet been published. The first year of practical application of the new legislation has given the business community substantial experience of working under the new rules and has helped identify issues that require further discussion and improvement. An important platform for this work is the EBA Committee on Lobbying and Transparent Policies, which works on practical aspects of implementing the Law, develops proposals for further regulatory improvements, and facilitates dialogue between business, the NACP, Parliament and other stakeholders. At the same time, the Association aims not only to contribute to improving the regulatory framework but also to create practical opportunities for companies to operate within it. That is why, at the initiative of the Committee, the Association introduced an opportunity for registered lobbying through the European Business Association. This format allows representatives of member companies, after completing the necessary procedures, to directly participate in representing agreed collective business positions on behalf of the Association as part of registered lobbying activities. The Association’s team provides organisational and methodological support, ensures compliance with the required procedures and reporting requirements. Importantly, the key principle of our work remains unchanged - representing collective, agreed business positions. The new format provides companies with an additional tool for directly participating in this work within the requirements of the Lobbying Law. To mark the first anniversary of the Law, the Committee is also continuing its series of professional discussions, EBA Lobbying Talks. The upcoming meeting with Vladyslav Rashkovan will focus on how perceptions of lobbying in Ukraine are changing, international experience and global trends in this area, as well as the role of international financial institutions in developing the private sector and attracting investment. The first year of the Law has made it possible to move from discussing the new rules to assessing practical experience of their implementation. The Association will continue working to ensure that lobbying regulation in Ukraine is transparent and clear for the legitimate representation of business interests, while companies have effective tools to participate in this process.
