The Ministry of Economy will use EBA analytics on CBAM in negotiations with the European Commission

  European Business Association continues to view CBAM as one of the key challenges for Ukrainian exporters in the context of integration into the European market and the post-war recovery of industry. In this regard, the business community and state authorities continue their joint efforts to develop a well-grounded Ukrainian position in dialogue with European partners. The Industrial Ecology and Sustainable Development Committee of the European Business Association has prepared updated analytical data on the impact of the full implementation of the CBAM mechanism on Ukrainian exporters for the first quarter of 2026 at the request of Ministry of Economy, Environment and Agriculture of Ukraine. According to the Ministry, the materials provided by the business community will be used to shape Ukraine’s negotiating position in discussions with the European Commission regarding the future application of the CBAM mechanism to Ukrainian goods. The Ministry also confirmed its support for the business community’s initiative to apply special CBAM conditions for Ukraine in accordance with Article 30(7) of Regulation (EU) 2023/956, taking into account the consequences of the war for the Ukrainian economy and industry. In particular, this concerns the need to recognise the unprecedented challenges faced by Ukrainian producers and exporters during the full-scale war, including the possible application of force majeure provisions. Separately, the Ministry announced its intention to continue promoting the issue of a special approach towards Ukraine during consultations with the European Commission, as well as to consider the possibility of ensuring Ukrainian enterprises’ access to European Union decarbonisation funds. The Association expresses its gratitude to the Ministry of Economy for the constructive dialogue, support for Ukrainian business, and consistent position in defending national economic interests. The business community will continue to provide analytical and expert support to help shape Ukraine’s well-founded position in negotiations with European partners regarding the CBAM mechanism.
