Business welcomes the abolition of mandatory certificates of completed works

  The European Business Association welcomes the decision to abolish the mandatory signing of certificates of completed works. The relevant draft law No. 14023 was approved by the Verkhovna Rada of Ukraine on 24 February. The business community has positively assessed this step, as it: simplifies accounting procedures for businesses; reduces tax risks in cases of delays caused by counterparties; helps avoid excessive paperwork and cut administrative costs. Moreover, the removal of mandatory certificates of completed works brings Ukrainian regulations closer to international trade practices, in particular those applied in the European Union, where this document is not compulsory. The changes are expected to make doing business easier for many companies in the trade and services sectors. At the same time, companies will still be able to use certificates of completed works at their own discretion where this is appropriate for contractual relations. In addition, the adopted law creates preconditions for the broader introduction of electronic invoicing (e-invoicing) as a standardised primary document harmonised with European standards.
