600+ state institutions registered in the National Database of Buildings

  The Database of Energy and Performance Characteristics of Buildings (Database of Buildings) is a strategic tool that enables the government to plan thermal modernization initiatives based on accurate, up-to-date data. To date, more than 600 government institutions have already joined the system, and this number continues to grow. These results mark the first achievements of the Power Up: Experience Sharing project, implemented in cooperation with the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), and GIZ Ukraine, as part of the program “Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine.” In April, the project team conducted two webinars, bringing together approximately 1,500 civil servants. Participants received practical guidance on registering within the Unified State Electronic System in the Construction Sector (USESCS) and connecting their institutions to the Database of Buildings. According to paragraph 4 of the Cabinet of Ministers of Ukraine Resolution No. 1254, public authorities and their subordinate institutions and organizations have to submit general information about buildings by April 30, 2025. The next stage of the project will include online training for designated staff. This training will cover the step-by-step process for entering data into the database and outline the reliable sources from which the required information should be drawn. All training materials, including manuals and video instructions developed as part of the project, will be made available for users of the Database of Buildings on the educational online platform Zrozumilo!
