Advocacy achievements of the week

05/ 11/ 2021
November has kicked off with good news in healthcare, animal health, logistics, energy, retail and regulatory affairs for the EBA community. Business welcomes the extension of the “emergency use” authorization of drugs against COVID-19 This week. the Verkhovna Rada of Ukraine adopted as a basis and as a whole draft law №6121 on amendments to Article 9-2 of the Law of Ukraine “On Medicinal Products” regarding the emergency use authorization”. The adopted draft law expands the already existing authorization mechanism for medicines used in the treatment of COVID-19. It will provide a complete mechanism for the accelerated arrival of relevant drugs to Ukraine so that Ukrainians can receive the most advanced treatment in a global pandemic. SE Medical Procurement of Ukraine has received an extended authorization under the Medical guarantees program The Cabinet of Ministers of Ukraine also adopted a resolution extending the status of the SE Medical Procurement of Ukraine to a centralized procurement organization (CPO). The new status enables the SE MPU to purchase medicines and medical devices for health care facilities that are participants in the program of medical guarantees, and structural health care units of regional and Kyiv city state administrations. The CPO status provides for the possibility to combine orders for medical products, including drugs under the same international non-proprietary name from different customers. The biggest advantage of this status is securing optimal procurement conditions with suppliers and potential price reductions. The situation with the lack of road permits with the Republic of Belarus has been resolved The Verkhovna Rada passed draft law №0060which abolishes the system of road transport permits between Ukraine and Belarus. It should be noted that the EBA actively supported the need to adopt this draft law, as it will not only increase bilateral trade and transportation with the Republic of Belarus but also allow Ukrainian carriers to freely transit goods to the Baltic States and Scandinavia through the territory of Belarus. The medical feed additives for poultry will be back on the market EBA welcomes the adoption of amendments to the Order of the Ministry of Health regarding residues of veterinary drugs in food. Adoption of this order will unblock the sales of coccidiostats (medical feed additives) in Ukraine, the production of which has been blocked, and imports have actually been suspended since June. Coccidiostats are a type of medical feed additives used to prevent coccidiosis in poultry. Without their use, the mortality rate reaches 80-90%. Business welcomes the adoption of a draft law on gas metering in energy units  This week, the Verkhovna Rada of Ukraine supported draft law №2553. It provides for the measurement of gas in kWh units of energy which will simplify the accounting for the business while gas consumers will be able to pay only for the amount of gas consumed depending on the calorific value (rather than the amount they are assumed to consume). It also synchronizes the Ukrainian gas transportation system with the European system, where gas is measured in kWh and thus it will facilitate Ukraine’s integration into the European energy market. Also, the text of the Technical Regulation of personal protective equipment was approved by CMU Resolution №771 The European Business Association is grateful to everyone involved for their fruitful work this week and hopes that this positive trend will continue in the future!
