Odesa City Council Committee Meeting: Supporting Entrepreneurship and City Development Strategy

  On May 13, 2025, the regular meeting of the Permanent Parliamentary Committee on Communal Property, Economic, Investment, State Regulatory Policy, and Entrepreneurship took place at the Odesa City Council, with the participation of Kateryna Morozova, Head of the EBA South Ukrainian Office.  During the meeting, a number of important issues for the city were discussed, including:  The implementation of the City Target Program for enhancing the competitiveness of Odesas economy for 2022–2027;  Updating the Strategy for the Development of the Territorial Community of the City;  Opportunities for the rental and privatization of communal property.  In her speech, Kateryna Morozova highlighted several key areas that require attention from the local government:  Establishing effective communication with business. This involves creating a permanent platform for dialogue between government representatives, business, and the public. Such meetings will allow for timely identification of priority issues, the development of effective mechanisms for solving them, and ensuring transparent rules for entrepreneurs.  Optimizing permitting procedures and improving the communal property rental system. Although privatization and sale processes are already somewhat streamlined, rental and lease extension processes remain problematic. Specifically, it is difficult to find up-to-date information on available properties or land plots; the rental procedure is opaque, overly bureaucratic, and often delayed. We believe it is crucial to expedite and make the rental extension processes transparent, which would significantly improve the stability and guarantees for business operations. Simplifying procedures for the construction of protective structures by businesses. Private companies are ready to invest in building shelters but face numerous administrative barriers. It is necessary to simplify the approval processes, make them transparent and predictable, and also introduce the possibility of obtaining state or international grants to finance such projects.  Odesa has strong potential for recovery and economic growth. We should focus on attracting investors, creating new jobs, and improving the conditions for entrepreneurship. Let’s work together to achieve these goals for our common prosperity and future.
