EBA Lobbying Talks: The future of E-service in Ukraine

  Today in the European Business Association, we discussed the current condition and development of state electronic services in Ukraine together with our colleagues from the Ministry of Economic Development and Trade of Ukraine, the State Agency for Electronic Government of Ukraine, the National Bank of Ukraine, the State Fiscal Service of Ukraine, the Main Territorial Department of Justice in Kyiv. During the special event of the European Business Association and Visa - EBA Lobbying Talks Development of electronic services in Ukraine, the participants discussed particularly the prospects for the development of BankID services, electronic services offered by State Fiscal Service of Ukraine and other services for business and social sphere. Concerning the BankID service, business drew attention to the problem of limited access to services on already connected portals using BankID and the necessity to unite all participants related to the functioning of BankID around the NBU. In addition, it is important to take measures to maximize the list of portals and services, access to which is carried out with the help of identification through BankID. Besides, it is essential to ensure the connection of the maximum amount of banks to the service. However, nowadays, there is no possibility of remote account opening with the use of BankID, and therefore there appears a need to develop proposals for changes in the legislation that will allow the opportunity to open accounts using identification through BankID. For more than a year, Single Window system has been working at Ukrainian customs, the introduction and promotion of which was strongly supported by the Associations representatives. According to the SFS, 27% of all operations are carried out using Single Window system now. However, nowadays, member companies of the Association report difficulties in using the system, pointing to the problem of the lack of well-established communication between customs officers and controlling bodies involved in clearance procedures. Some proposals of the Association to improve the system have already been taken into account, but it still requires further development. According to the results of the current survey “the Associations Customs Index”, 53% of respondents are not satisfied with the operation of the system “Single window”. In order to improve the situation at customs, the Association proposes to develop and implement a pass-through module, which will increase the efficiency of electronic document circulation. In addition, we propose to implement the information exchange module between the controlling authorities and members of the port community based on the Unified Automated Information System of the SFS of Ukraine and other information systems owned by the state. We thank our colleagues from government authorities for participating in the discussion and hope to see real steps to implement the agreed initiatives in the near future. Despite, the Association plans to hold similar meetings devoted to the development of electronic public services on a regular basis in the future.               Partner
