  Among other amendments, suggested by the recently adopted Law “On Amending Tax Code of Ukraine and Certain Legislative Acts regarding Tax Reform” (the Law), the EBA would like to draw attention to suggested changes that mean single tax payers (1, group as well as 2 and 3 groups when they operate on the markets are excluded) are obliged to use registrars for operations. Such measures are what EBA has long been striving for, as they are a substantial step towards the deshadowing of the economy and are in line with European practices. Background: EBA member-companies have pointed out for several years already on the need to use registrars for operations by all business entities (including those in the simplified tax system). This question was of huge importance, as very often business entities in the simplified tax system join schemes on the illegal trade of counterfeit goods on the territory of Ukraine. We are sure that state regulation at all levels must be targeted equally to all business representatives. At the same time it was intended that some of them were controlled and used cashier registrars and some of them did not. We have referred People’s Deputies to the government with written requests, participated in the meeting of the Parliament profile Committee where tax reform was discussed, and also voiced the need to implement into legislation the obligatory use of registrars for operations, even by smaller businesses. It is stated in the transitional provisions of the Law that the obligatory use of cashier machines for the third group of tax payers in the simplified system will be implemented from 1 July 2015 and for the second group of tax payers from 1 January 2016. We are glad that this suggestion was taken into account and hope for its successful realisation in practice. We would like to thank all EBA members who supported and contributed to our efforts focused on solving this issue. At the same time the EBA will continue our lobbying activities aimed at creating a business friendly environment in Ukraine.
