The procedure of issuance of international road transport permits was simplified

  The European Business Association welcomes the decision of the Ministry of Infrastructure of Ukraine to simplify the rules for issuing permits for international road transport. The military aggression of the russian federation against Ukraine led to the closure of transit through the territory of belarus and russia, as well as an increase in the freight traffic by road. Given this, the Ministry of Infrastructure from April 4, 2022, removed or changed a range of restrictions, including: the validity of the electronic application for permits has been extended from 7 to 10 days; a vehicle can receive up to 5 permits of all types to Poland from April to May. a vehicle, with a full weight of up to 10 tons, can receive a maximum of 2 permits of all types to the Czech Republic for one month. until the decision of Romania on transit through its territory without permits, it was decided to issue BSEC permits to those road carriers that perform transportation to Georgia, Azerbaijan, Kazakhstan, Uzbekistan on vehicles of environmental standard Euro-3 and above; restrictions on the transit through the territory of Serbia have been lifted (vehicles weighing less than 10 tons are allowed). As of April 4, bilateral and transit permits for transportation through the territory of seven European Union countries, including Bulgaria, Hungary, Italy, Denmark, Latvia, Estonia, Lithuania, as well as Georgia, and Turkey, were revoked. Slovakia also agreed to allow Ukrainian vehicles to transit without permits. A mechanism for unimpeded transit of all humanitarian goods with Moldova, Romania, Slovenia, Austria, the Czech Republic, Poland, Germany, the Netherlands, and Lithuania has been established. Since the beginning of full-scale hostilities in Ukraine, the EBA experts have stressed the need to simplify the rules for issuing international road permits, both for the transportation of humanitarian goods and for business to stimulate Ukraine’s economy. At the same time, the EBA continues to support the actions of the Ministry of Infrastructure aimed at further establishing a dialogue with the EU to remove the need to obtain permits for vehicles that carry goods by road from Ukraine to the EU.
