Business community supports implementation of the mechanism of a united window at customs

  The European Business Association appeals to The Verkhovna Rada to support 13 important initiatives aimed at creating fair business conditions, promoting a transparent economy and attracting investments. Altogether the business community is urging consideration of more than 50 legislative documents. The business community supports the implementation of the second pillar of pension insurance from January 1, 2019 and draft law No. 6677. According to preliminary estimates it will help to increase pension payments by 10-15%. It will also help to reduce the pension budget deficit, which stands at approximately 200 billion USD. Continuing the governmental initiative MaskShowStop is Draft Law No. 8490. The document stipulates a strengthening of the responsibility for the abuse of authority during inspections and searches of businesses. In order to support development of alternative electricity it is important to implement the principle of auctions to sell electricity from renewable sources. After all, the winner of the auction will be the company that will be able to offer a better, lower price. Auctions are expected to be implemented from July 1, 2019. Manufacturers and importers of alcoholic beverages should gradually move to European standards on labeling. First of all, its about removing unnecessary information on labels, such as compounds and expiration date as most beverages do not have an expiration term. And the compounds of alcohol are difficult to prescribe. These innovations will help to make the label more useful and understandable for consumers. The Association calls to support Draft Law No. 8450. At the same time, the adoption of Draft law No. 8450 will allow consumers to be informed about the compounds, nutritional value, and methods of consumption of food as well. Issues of deregulation are also a priority. In order to reduce the number of bureaucratic procedures for the import of alcoholic beverages, it is proposed to leave one license - for a wholesale trade, which costs 500 thousand UAH. At the same time, we propose to remove the import license, as the process of acquiring it is excessively difficult. Legal business for simplification and supports the Draft law No. 4958. The need to minimizing the costs and risks of phytosanitary procedures for enterprises in the agrarian sector is also worth attention. In addition, it is necessary to lower the time of passing the relevant procedures and to avoid duplication of operations. This, among other things, will help to expand the number of profile laboratories. The business community supports Draft law No. 6673. The issue of smuggling, gray imports, etc. is a TOP priority. At the same time, its important to support honest companies with a good reputation. Shadow schemes are hitting prices on the market, which influence legal businesses. In order to simplify the passage of custom procedures and control and reduce financial risks for companies, it is important to implement the Institution of an authorized economic operator (Draft law No. 4777). Especially it is vital for businesses that import goods to Ukraine on an ongoing basis. One of the advantages will be reduction of the time of customs clearance. The procedure of importing goods into the country by the Institute of authorized economic operator is going to be implemented by Draft law No. 4776, which business also proposes to support. Ukraine has great potential for development of its agrarian sector. However, in order to increase the harvest, quality and safety of agricultural products, priority should also be given to the innovative plant protection products. They are safer, more effective and are good alternatives to traditional ones. However, now their samples can be imported into the country for state trials and scientific research only after confirmation of registration in the country of production. This is a discriminatory norm. Often, confirmation is impossible and inappropriate in connection with the absence of crops, diseases or these crops in the country of production. In addition, we are talking about the most up-to-date innovations that can take place in parallel trials, for example, in EU countries. Business calls for the adoption of Draft Law No. 6606 and elimination of this discriminatory trade barrier between Ukraine and the world. Safety issues are also important in the non-food sector (household appliances, electrical goods, cosmetics, etc.). To ensure that more quality and safe products are available on Ukrainian shelves Draft law No. 5450-1 was developed. It will also simplify market surveillance for legal business. For example, government agencies will be able to check the exact list of documents. Now there is the notion of other, so requests can be made on any documents. Legal business has repeatedly emphasized the need to resolve issues of online trade. Currently many online stores don’t indicate information about the owner, legal address, etc on their websites. So, if the buyer has purchased a low-quality product, he/she cant return it or bring the seller to justice as the seller cant be found or the fact of purchase cant be proved.  Draft Law No. 6754 introduces a mechanism for regulating e-commerce. Clinical research in Ukraine is in harmony with EU requirements. Accordingly, terminology in the field of life insurance and patient health also needs to be adapted to EU standards. Adoption of Draft law No. 4036 will allow this to be settled. The European Business Association asks members of parliament to pay attention to the above-mentioned documents. It is less than 1.5 weeks before the end of the session and these documents will help businesses to develop and be protected against schemes. Hopefully, the voice of the business community will be heard.
