Until April 1, 2024, humanitarian aid can be imported through the regular procedure

  The European Business Association supports the decision of the Cabinet of Ministers of Ukraine to retain the possibility of importing humanitarian aid using regular paper declarations until April 1, 2024, as an alternative to using electronic declarations and the Automated System. As a reminder, the Ministry of Social Policy has previously developed a Procedure that, starting from December 1, 2023, will transfer the registration, importation, and accounting of humanitarian aid to a digital mode - using the Automated Humanitarian Aid Registration System. Representatives of the EBA joined the meetings of the working group under the Ministry of Social Policy on improving the mechanisms for the importation and accounting of humanitarian aid. At the meetings of the working group, the EBA experts advocated the need to postpone changes to the procedure for importing humanitarian aid. Volunteers, businesses, and state controlling authorities should jointly agree on reporting mechanisms and requirements for information to be entered by recipients into the Automated System. More time is also needed to adapt the current legislation to the new procedure for importing humanitarian aid. We are grateful to the representatives of the Ministry of Social Policy for taking into account the comments of businesses and processing the comments of the interested community on the shortcomings of the new procedure for the import of humanitarian aid. In particular, we are talking about updating the related provisions of the Law on the definition of goods that can be recognized as humanitarian aid, harmonizing positions on the legal regulation of the import of vehicles as humanitarian aid, etc. The European Business Association will continue to participate in the work of the working group on improving the mechanisms for the import of humanitarian aid and insist on the need to update outdated legislation in this area. Together, we must ensure an uninterrupted supply of necessary goods for the Armed Forces and citizens. Please note that the obligation to report on the distribution and use of humanitarian aid remains. Thus, if you import humanitarian aid under a paper declaration, you must upload a copy of the paper report to the Automated System by March 31, 2024.
