Denmark provides a special loan and guarantee scheme for Ukraine

08/ 06/ 2023
To discover the opportunities for Ukrainian entrepreneurs and public authorities to access special funding, Ukraine Recovery Committee of the European Business Association held a meeting with Danish Export Credit Agency (EIFO). EIFO focuses on loans, guarantees, working capital guarantees in Denmark, and export financing. Withing Danish efforts in rebuilding Ukraine, EIFO provides a special Danish Loan and Guarantee Scheme with a total fund of 134 mio EUR equally divided between the public and private sectors.   Ukrainian central and local governments can apply for the loan with a 35% discount as a donation/grant element from the Danish state (blended finance). They can benefit from attractive funding cost and risk premium, including variations depending on the maturities requested. Private entities can be offered with either variable or fixed funding cost and benefit from attractive minimum OECD risk premium. Terms include both Ukrainian companies purchasing from Danish suppliers and Danish companies’ investments in Ukraine. Financing is provided upon 7,5-8% annual interest rate and credit period up to 15 years with first payback after 2 years. The export contracts can be financed up to 85%. How to apply? Private buyers should stick to the following steps: Initial contact between private buyer in Ukraine and Danish exporter in order to establish a concrete project → EIFO assesses whether the project has potential for financing → EIFO is to receive: The buyers audited financial reports including income statement, balance and cash flow statement (only for private buyers). Status of the current conditions of key employers, production equipment, infrastructure, suppliers, and buyers → → EIFO will indicate if the transaction can be financed under the scheme and what next steps will be → Environmental and social governance (ESG) evaluation of the project conducted by EIFO in cooperation with the other participants in the transaction → Know Your Client (KYC) evaluation of the project and the participants conducted by EIFO → Final approval of the financing of the project by EIFO → Loan and/or guarantee is issued by EIFO. Important: EIFO can provide financing when the export from Denmark (Danish economic interest) exceeds 30% of the financing. Should you have any questions or interested in Danish Loan and Guarantee Scheme opportunities, please contact [email protected]. We thank EIFO and Danish Embassy in Ukraine for the cooperation and support of Ukrainian businesses!
