The State Tax Service should issue excise stamps for which the business has already paid

  This year, the CMU Resolution №74 of February 12, 2020, has introduced new types of excise tax stamps for alcoholic beverages of domestic and imported production. By August 31, 2020,  SE Polygraph Combine “Ukraina” for the production of securities is obliged to ensure the production, free exchange, and delivery of the new excise tax stamps to the alcohol seller according to the number of old stamps which were returned or abolished by such a seller. However, the members of the EBA Wine and Spirits Committee reported that the State Tax Service of Ukraine has established a rule according to which a company can receive only the number of stamps which is multiple to 500. Besides, only such a number of old stamps can be subject to disposal. Thus, on behalf of the business, we would like to draw attention to the fact that such a restriction does not meet the requirements of Resolution №74 and puts buyers of stamps at a disadvantage. This restriction reduces the number of stamps of the old model, which should be exchanged for excise stamps of the new model. Also, even if companies do not need all 500 stamps but, for example, just 300 of them, they still have to buy 500 stamps, and each cost 19 cents. Moreover, according to business representatives, as of now, the stamps of the new model were not issued in exchange for refunded stamps of excise tax of the previous model. This situation can negatively affect the processes of production and circulation of alcoholic beverages, which will lead to a reduction in payments to the state budget. Thus, there are in total 6,153,000 old stamps for which no new replacement was issued, which is more than one million hryvnias in cash equivalent.
