Business welcomes the adoption of the draft law on the creation of the single legal entity for customs

  On January 14, 2020, the Verkhovna Rada of Ukraine adopted the Draft Law №2318-1 on amendments to the Customs Code of Ukraine and some other laws of Ukraine in connection with the administrative reform aimed at creating a single legal entity for customs. Therefore, the territorial bodies will operate not as legal entities of public law, but as separate units of the State Customs Service. It will also strengthen the institutional capacity of the State Customs Service and the State Tax Service and help avoid duplication of legislation in the field of state customs and state tax policy. Such changes will ensure a proper delegation of authority to the regional level. Besides, other provisions were included in the Law, namely: An electronic document turnover in the customs and an electronic cabinet of economic entities are introduced - https://cabinet.customs.gov.ua/, through which it is possible to file a customs declaration and conduct e-mailing with the customs authorities. Through the electronic cabinet, the company can independently monitor the status of customs clearance without the involvement of customs brokers. This will significantly enhance the ability to implement an automated risk management. The possibilities of combating postal smuggling are increasing. Publication of impersonal information on the customs value of imported goods is being introduced. Customs officers may also be transferred to a contractual form of employment.
