Business recognized effective dialogue with 23 people’s deputies

  Almost daily, the European Business Association engages in dialogue with public authorities, including members of the Verkhovna Rada of Ukraine, to improve the regulatory field for doing business in the country. Thus, we would like to note our cooperation with 23 peoples deputies of the IX convocation of the Parliament which entered into force on August 29, 2019, as they were actively involved in dialogue with us and took into account the opinion of the business community. Therefore, the Association would like to express its special gratitude to those peoples deputies. 1. Bondarenko Oleh for cooperation in waste management initiatives, namely:  · communication with business on household waste management. · discussion of business proposals to the draft law “On waste management”. 2. Vasylenko Lesia for cooperation in environmental issues, namely: · the initiative to hold committee hearings on the National Plan for Reducing Emissions from Large Combustion Plants. · the initiative to hold committee hearings on Ukraines participation in the European Green Deal. 3. Vasyliev Ihor for registration in the Parliament of draft Law №4185 on enabling the issuance of electronic guarantees to consumers. 4. Hetmantsev Danylo for cooperation in the field of taxation, retail, copyright, namely for: · consistent position on the need to de-shadow the sphere of retail trade in Ukraine, in particular, in terms of expanding the scope of mandatory use of payment transactions recorders and increasing the responsibility for non-issuance of fiscal checks. · the initiative for registration in the Parliament of draft Law №4537 on improving and increasing the transparency of property rights management in the field of copyright. · support of the business position on the restoration of VAT refunds for the export of oilseeds (soybeans and rapeseed). · Consideration of proposals to Law of Ukraine № 1117-IX on amendments to the Tax Code of Ukraine, which partially regulates the rules for improving tax administration, eliminating technical and logical inconsistencies in tax legislation. 5. Gorvat Robert for cooperation in the regulation of electric transport and support of EBA proposals to draft Law №3476On Amendments to the Tax Code of Ukraine and some legislative acts of Ukraine to stimulate the development of the electric transport industry in Ukraine. 6. Zhelezniak Yaroslav for cooperation in tax and COVID-19 issues which includes: · taking into account the position of business in the context of amendments to the Law of Ukraine regarding the Tax Code. · taking into account the proposal to reduce the approval period for clinical trials of drugs used for COVID-19 treatment, and to extend the validity of the relevant Law of Ukraine. 7. Zub Valerii for cooperation in clinical trials which includes: · taking into account the proposal to reduce the approval period for clinical trials of drugs used for COVID-19 treatment, and to extend the validity of the relevant Law of Ukraine. 8. Ionushas Serhii for initiating the registration in the Parliament of draft Law №4537 on improving and increasing the transparency of property rights management in the field of copyright. 9. Kisel Yurii for cooperation in the field of logistics, namely: · taking into account business proposals to draft law № 1182-1-d On Inland Water Transport. · addressing the reservations of the business community on draft law №2699 On the National Commission for State Regulation of Transport and revoked it. · taking into account business proposals to draft law №1046 On Concession. 10. Kovalov Artem for support in the field of logistics, namely: · discussion and further consideration of business proposals to draft law № 1182-1-d On Inland Water Transport. 11. Klymenko Yuliia for cooperation in the field of logistics, namely: · Support of the business in its pursuit of modernization of Ukraine’s transport sector following the best European practices and standards. 12. Kryvoruchkina Olena for her contributions to resolving the situation with issuance of environmental impact assessment conclusions for the quarantine period and the adoption of the relevant draft law №3438: 13. Marikovski Oleksandr for cooperation in environmental and waste management issues which includes: · conducting a public discussion of draft law №2207-1-d “On waste management”. · organization of committee hearings to discuss the disposal of industrial waste with the participation of all stakeholders. · assistance in resolving the situation with issuance of environmental impact assessment conclusions for the quarantine period and the adoption of the relevant draft law №3438. · holding committee hearings on Ukraines participation in the European Green Deal. 14. Nikolaienko Andrii for support in tax issues by taking into account the position of business in the context of amendments to the Law of Ukraine, regarding the Tax Code. 15. Pidlasa Roksolana for cooperation in intellectual property and industrial visa-free regime: · initiating the registration in the Parliament of draft Law №4537 on improving and increasing the transparency of property rights management in the field of copyright. · promoting the adoption of changes to the legislation that bring us closer to the signing of the Agreement on the so-called industrial visa-free regime with the EU. · addressing issues of intellectual property in Ukraine by the active organization of Parliamentary hearings on this topic. 16. Poturaiev Mykyta for initiating the registration in the Parliament of draft Law №4537 on improving and increasing the transparency of property rights management in the field of copyright. 17. Radutskyi Mykhailo for support in issues of clinical trials and drugs by: taking into account the proposal to reduce the approval period for clinical trials of drugs used for COVID-19 treatment, and to extend the validity of the relevant Law of Ukraine. taking into account the proposal to the Law On Medicinal Products for the implementation of electronic retail trade in drugs. 18. Sova Oleksandr for taking into account the proposals to draft laws № 4278 and № 4279 on taxation of customs duties on goods transported (shipped) with international postal and express services. 19. Solskyi Mykola for cooperation in agricultural issues, namely: · assistance in resolving the situation on the feed market, in particular, the adoption of law №1033-IX On Amendments to the Final Provisions of the Law of Ukraine On Food Safety and Hygiene to stabilize the feed market. · support of the VAT rate reduction for certain types of agricultural products. 20. Stefanyshyna Olha for cooperation in clinical trials and medicines, namely: · considering proposals to reduce the time for approval of clinical trials of drugs for the treatment of COVID-19. · taking into account the proposals on the Law On Amendments to the Law of Ukraine On Medicinal Products regarding the state registration of medicinal products authorized for emergency medical use. 21. Fediienko Oleksandr for cooperation in telecommunications and telecommunications networks issues: · drafting and adopting amendments to the legislation in the field of telecommunications · drafting and promoting the adoption of the Law On Amendments to Certain Legislative Acts of Ukraine on Strengthening the Protection of Telecommunication Networks. · drafting amendments to the law on access to construction, transport, electricity for the development of telecommunications networks - №4118. 22. Cherniev Yehor for registration of draft Law №4185 on enabling the issuance of electronic guarantees to consumers. 23. Yuzhanina Nina for support in tax issues by taking into account the position of business in the context of amendments to the Law of Ukraine, regarding the Tax Code. · initiating the registration in the Parliament of draft Law №4537 on improving and increasing the transparency of property rights management in the field of copyright.

· promoting the adoption of changes to the legislation that bring us closer to the signing of the Agreement on the so-called industrial visa-free regime with the EU.

· addressing issues of intellectual property in Ukraine by the active organization of Parliamentary hearings on this topic.

16. Poturaiev Mykyta for initiating the registration in the Parliament of draft Law №4537 on improving and increasing the transparency of property rights management in the field of copyright.

17. Radutskyi Mykhailo for support in issues of clinical trials and drugs by:

taking into account the proposal to reduce the approval period for clinical trials of drugs used for COVID-19 treatment, and to extend the validity of the relevant Law of Ukraine.

taking into account the proposal to the Law “On Medicinal Products” for the implementation of electronic retail trade in drugs.

18. Sova Oleksandr for taking into account the proposals to draft laws № 4278 and № 4279 on taxation of customs duties on goods transported (shipped) with international postal and express services.

19. Solskyi Mykola for cooperation in agricultural issues, namely:

· assistance in resolving the situation on the feed market, in particular, the adoption of law №1033-IX “On Amendments to the Final Provisions of the Law of Ukraine” On Food Safety and Hygiene “to stabilize the feed market.”

· support of the VAT rate reduction for certain types of agricultural products.

20. Stefanyshyna Olha for cooperation in clinical trials and medicines, namely:

· considering proposals to reduce the time for approval of clinical trials of drugs for the treatment of COVID-19.

· taking into account the proposals on the Law “On Amendments to the Law of Ukraine” On Medicinal Products regarding the state registration of medicinal products authorized for emergency medical use”.

21. Fediienko Oleksandr for cooperation in telecommunications and telecommunications networks issues:

· drafting and adopting amendments to the legislation in the field of telecommunications

· drafting and promoting the adoption of the Law “On Amendments to Certain Legislative Acts of Ukraine on Strengthening the Protection of Telecommunication Networks”.

· drafting amendments to the law on access to construction, transport, electricity for the development of telecommunications networks – №4118.
