Business-community supports “Single window” system regulation

  On July 5, The Verkhovna Rada of Ukraine adopted the Law About making changes  to the Customs Code of Ukraine and some other legislative acts of Ukraine regarding the implementation of the mechanism of a united window and optimization of control procedures when moving goods across the customs border of Ukraine. The law brings in a reduction in the number of supervisory authorities at the border. From now on, officials at the customs office will check all permit documents. Control over radioactive contamination will be carried out by the State Border Service (previously, it was a function of the State Environmental Inspectorate). In addition, the sanitary and epidemiological aspects of import permits are eliminated. Sanitary and epidemiological surveillance will be carried out by officials of the relevant services during the process of selling goods in the territory of Ukraine. Previously, supervision was carried out directly at the customs border. These procedures are in line with the norms of the WTO Agreement on the Application of Sanitary and Phytosanitary Measures, which is an integral part of the Agreement Establishing the World Trade Organization and is obligatory for all WTO members, including Ukraine. We expect that the adopted document will help to make customs control more effective and to reduce the time for customs clearance of goods. We also hope that this document will be promptly signed by the President of Ukraine. Additional information: Until the adoption of the law, the mechanism of the united window at the customs office was based on the Resolution of the Cabinet of Ministers of Ukraine No. 364 on May 25, 2016. However, the implementation of all functions of interaction between controlling bodies was sub-optimal - it was necessary to make numerous changes to the legislation. In addition to the Customs Code of Ukraine, the adopted law also made changes to the Law On State Support of Producers in the Agricultural Sector and On Stimulation of the Development of Domestic Engineering for the Agro-Industrial Complex, regarding: release from taxation of import duties of goods imported for space activity; support the leading agricultural manufacturers from the state budget of Ukraine: 30% compensation to buy equipment (cars for transportation of grain); privileges for domestic mechanical engineering enterprises - producers of such vans. Unfortunately, the draft law does not implement responsibility by state bodies for extortion, acceptance and use of documents outside the single state information web portal Single Window for International Trade.
