Business discussed energy efficiency issues with the Ministry of Infrastructure and the State Agency on Energy Efficiency and Energy Saving

  This week, the EBA Consumer Electronics Committee met with Vasyl Shkurakov, First Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine, and Anna Zamazeeva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine. During the meeting, the parties discussed a number of important issues for the industry and reached agreements on the further implementation of a number of initiatives aimed at introducing energy efficient technologies in Ukraine. In particular, the business raised the issue of the entry into force of technical regulations on energy labeling and ecodesign. Government agencies have developed draft regulations that are supposed to approve the use of new energy labels for a number of types of equipment, such as washing machines, dishwashers, TVs, etc. in 6 months. At the same time, no manufacturer or importer is currently able to meet the requirements of these regulations, as they must contain a QR code leading to a database of energy-consuming products that has not yet been created in Ukraine. Moreover, the technical regulations on ecodesign for the same types of equipment, which, in fact, contain formulas for calculating energy efficiency indicators to be applied to energy labels, according to the current legislation, should come into force only 6 months after the end of martial law in Ukraine. Therefore, during the meeting, the parties agreed that the drafts of the relevant government resolutions should be amended to provide for the simultaneous entry into force of the requirements of technical regulations on eco-design and energy labeling in 12 months, and the possibility of voluntary application of the adopted regulations earlier. It is also critically important for business to adopt Draft Law #10393, which allows the use of the EU Energy Products Database in Ukraine (EPREL database). In addition, the EBA proposes to make another clarification to Draft Law #10393 and allow the use of the EU energy label in Ukraine, which, in fact, is no different from the Ukrainian energy label for a particular type of equipment (except for the presence of the EU flag and the translation of several words into English). This addition, according to the EBA Committee experts, is a logical continuation of the changes proposed by the Draft Law, which provides for the possibility of using the EPREL Database in Ukraine. This will also expand the range of products for Ukrainian consumers and reduce their cost. Therefore, the business hopes that this proposal will also be implemented. The participants also discussed the problem with the import of banned, inefficient heaters to Ukraine and agreed to organize a separate meeting on this issue with the involvement of a wider range of stakeholders from public authorities.
