EBA met with the team of the State Agency for Restoration and Infrastructure Development

  The EBAs Committee on Ukraines Recovery held a meeting with representatives of the State Agency for Restoration and Infrastructure Development of Ukraine. During the meeting, participants discussed initiatives aimed at modernising approaches to implementing state projects in construction and infrastructure restoration. Serhii Sukhomlyn, Head of the State Agency for Restoration and Infrastructure Development, shared the Agency’s key priorities for 2025 with the business community. These include the construction of social housing, restoration of water supply in Mykolaiv, replacement of street lighting systems in communities with more energy-efficient solutions, installation of solar power plants at water utilities, and enhancing export capacity through the modernisation and opening of additional border checkpoints. Notably, 2025 plans include the construction of a pilot project involving 6,000 to 8,000 apartments across 15 communities. Another priority is the continuation of protective construction at energy facilities. Yurii Sverba, Deputy Head of the State Agency for Restoration and Infrastructure Development, highlighted the creation of the Central Procurement Organisation (CPO) — a platform designed to ensure transparency and standardisation in public procurement. The main advantages of the CPO include reducing corruption risks, engaging qualified suppliers, and cutting administrative costs. The Agency aims to demonstrate a systematic approach to addressing key challenges by leveraging international experience and fostering public-private partnerships. However, limited donor and credit resources, the capacity constraints of municipal enterprises, outdated procedures, and the need to raise public awareness about the value of water resources affect the speed and quality of project implementation. Business representatives had the opportunity to provide feedback on the stated priorities and ask additional questions, including practical opportunities for businesses to participate in these projects. We thank the representatives of the State Agency for Restoration and Infrastructure Development of Ukraine for their insights and a fruitful discussion on the future goals and objectives of the sector.
