The EBA to strengthen cooperation with the Verkhovna Rada on improving lobbying legislation

  On 6 February, the European Business Association and the Verkhovna Rada Committee on Legal Policy signed a Memorandum of Cooperation in the field of lobbying. The purpose of this Memorandum is to improve lobbying legislation and raise awareness within the business community about the principles of ethical lobbying. Additionally, it aims to develop fair and transparent lobbying practices based on the best international standards. Under the Memorandum, the parties will organise joint events, including conferences, round tables, and seminars, as well as exchange expertise. Another key area of cooperation will be the development and promotion of amendments to the Law on Lobbying to refine its provisions. Experts from the EBA’s Committee on Lobbying and Transparent Policies believe that certain aspects of the law require improvement, such as refining its terminology, clarifying its scope, simplifying reporting requirements, and postponing the introduction of penalty sanctions for potential violations. Furthermore, the legislation should include additional incentives for registration in the Transparency Register, such as a simplified procedure for registered lobbyists to access government premises and the introduction of new lobbying tools, including a formal lobbying request. We are confident that cooperation with the relevant parliamentary committee will help improve the legislative framework and foster a favourable business environment. It is worth noting that in 2024, the EBA launched the Committee on Lobbying and Transparent Policies, following the adoption of Law No. 3606-IX ‘On Lobbying’. The Committee’s primary objective is to unite lobbying professionals, government relations specialists, lawyers, and other stakeholders to exchange expertise, develop and implement initiatives that enhance transparency and accountability in business, and contribute to sustainable development.
