Ukraine expands compensation programme for war-damaged business property

23/ 10/ 2026
New rules introduced by the Cabinet of Ministers Resolution No. 1157 dated 17 September 2026. Recommended actions  Companies should register eligible assets in the programme in advance, since compensation is available only for registered participants. Companies operating in the city of Kyiv and Kyiv region may wish to register to participate in the programme. In more details The city of Kyiv and Kyiv region have been added to the list of designated high-risk territories. The designated high-risk territories currently include the Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson and Chernihiv regions, as well as the city of Kyiv, excluding temporarily occupied territories. The programme also extends coverage to additional categories of movable assets and simplifies certain claim requirements. To qualify for compensation, it is necessary to: be enrolled in the programme before the relevant damage or destruction occurs; suffer damage or destruction on or after 1 January 2026; own an eligible asset included in the programme; demonstrate that the loss resulted from a covered war-risk event occurring within a designated high-risk territory. The programme is not available to non-residents of Ukraine or entities subject to Ukrainian sanctions or EU restrictive measures. Compensation is limited to direct losses caused by war-related damage (including damage resulting from missiles, drones, other military weapons and munitions, as well as explosions, fire, blast waves, and related debris). Compensation may not exceed UAH 30 million per participant over the lifetime of the programme. Other indirect losses are excluded. To participate in the programme, a participant must submit an application to the Export Credit Agency (ECA), identify the assets to be covered, provide the required supporting documentation and pay a participation contribution equal to 0.5% of declared potential losses, capped at UAH 150,000. Following an eligible loss event, a participant must submit a separate compensation application together with documents evidencing the war-risk event (supported by an extract from the Unified Register of Pre-Trial Investigations and relevant reports or certificates issued by the State Emergency Service, the National Police or the Security Service of Ukraine), ownership of the affected property and the amount of direct losses suffered. Applications may be submitted at any time but no later than three months after the termination or cancellation of martial law.
