EBA discusses current port sector issues with Deputy Minister of Infrastructure

19/ 10/ 2026
On 19 October, the European Business Association’s Logistics Committee met with Anatolii Timenko, the newly appointed Deputy Minister for Recovery, Infrastructure and Transport of Ukraine. The meeting focused on the key challenges facing the port sector and potential areas of cooperation between businesses and the Ministry to address them. In particular, the participants discussed the Procedure for Compensating Investments in Port Infrastructure Facilities. Business and Ministry representatives focused on the next steps for joint work on this issue, which is important for the development and recovery of Ukraine’s ports. Particular attention was paid to the practical aspects of implementing the recently adopted resolution on shipping insurance. The discussion covered the funding allocated in the state budget and the involvement of insurance companies in operating the relevant mechanism. The participants also considered construction on water fund lands and proposed amendments developed by EBA experts. For businesses, it is important to establish clear conditions for implementing infrastructure projects and address issues that hinder their delivery. The meeting also covered support for port operators during the war, including reducing the burden of rental payments. The Association previously called on the Government and relevant authorities to reinstate preferential rental arrangements for the port infrastructure of Greater Odesa for the period during which it remains effectively blocked due to Russian attacks. Such support would help operators retain staff and keep infrastructure ready for operation. The participants also discussed the need to ensure the stable operation of the Danube Corridor and clarify the legal status of destroyed containers, particularly those currently located in ports that have not yet cleared customs. In addition, attention was given to the operation of the ‘maritime window’ and coordinated cooperation among all parties involved in the transport chain. For businesses, streamlined procedures and predictable logistics processes are essential. The European Business Association thanks Anatolii Timenko for the meeting and for discussing issues of current concern to businesses. The Association stands ready to contribute to further work on solutions aimed at supporting and developing Ukraine’s port sector.
