EBA discussed Draft Law No. 15454 on subsoil use with the relevant Verkhovna Rada Committee

On 24 September, a meeting of the Verkhovna Rada Committee on Environmental Policy and Nature Management was held, bringing together members of parliament, heads of public authorities, as well as representatives of relevant associations and civil society. One of the key items on the agenda was the consideration of Draft Law No. 15454, which aims to improve the mechanisms for granting and exercising subsoil use rights through auctions. In his address, Yurii Andriiiv, Committee Manager at the European Business Association, supported the adoption of the draft law at first reading, noting that it contains provisions aimed at improving the legal framework for subsoil use, enhancing procedural transparency and attracting investment to the extractive sector. The draft law would also address a number of issues that have remained unresolved for years, including land-related matters, improvements to auction procedures, expanding the scope of legislative stability guarantees, and clarifying the rules for competitions for production sharing agreements. Over recent years, the Association’s Subsoil Use Committee has regularly addressed the relevant parliamentary committee and public authorities with proposals and comments aimed at improving the subsoil use framework. Following the meeting, the Verkhovna Rada Committee on Environmental Policy and Nature Management recommended that the draft law be approved at first reading. At the same time, the Association considers it important to continue working on further improvements to the document as it is prepared for its second reading.
