EBA Health Сare Committee participates in Verkhovna Rada working meeting on key issues in the development of the pharmaceutical sector

08/ 07/ 2026
On 2 July, representatives of the European Business Associations Health Сare Committee took part in a working meeting of the Verkhovna Rada Committee on National Health, Medical Care and Health Insurance. The discussion also brought together Members of Parliament, representatives of the Office of the President of Ukraine, the Ministry of Health, Ukrainian pharmaceutical manufacturers, international pharmaceutical companies, and other business associations. The meeting was initiated by the Office of the President of Ukraine following a session of the Council for Entrepreneurship Support under the President of Ukraine, where representatives of the pharmaceutical industry raised a number of issues requiring joint consideration by both the legislative and executive authorities. At a time of significant regulatory changes affecting the pharmaceutical sector, businesses emphasised that clarity and predictability of public policy, transparent communication, and adequate transition periods for the implementation of new requirements are of critical importance. Regulation should facilitate the removal of barriers to market access for medicinal products, support competition, preserve patient choice, and ensure uninterrupted access to high-quality treatment. At the same time, it should reflect the practical realities of the market and provide a level playing field with predictable conditions for all market participants. Following the meeting, the parties agreed that the executive authorities would review the proposals submitted by business associations and market participants in the near future. Further work on the relevant decisions will continue with the participation of the Verkhovna Rada Committee, the Ministry of Health, the Office of the President of Ukraine, relevant government authorities, and industry representatives. The European Business Associations Health Сare Committee thanks the organisers and participants of the working meeting for the open dialogue and the opportunity to discuss the key challenges facing the pharmaceutical sector. The Committee looks forward to the continued constructive development of the proposed initiatives in cooperation with the business community.
