EBA holds meeting with Customs Service experts on verification of preferential origin of goods

  On 23 June, the European Business Association held an online meeting with experts from the State Customs Service of Ukraine dedicated to the verification of the preferential origin of goods, customs verification procedures, and the application of preferential treatment under free trade agreements. During the meeting, business representatives raised concerns regarding the increasing number of requests for the verification of proofs of origin and cases where tariff preferences are suspended while such verifications are being carried out. Representatives of the State Customs Service informed participants about the approaches used by customs authorities to determine whether there are reasonable grounds for doubt regarding the preferential origin of goods. Particular attention was paid to the verification of certificates of origin for vehicles. According to the State Customs Service, enhanced verification of such documents has been in place since 1 June due to risks associated with the use of forged certificates and goods of unconfirmed origin. Following the meeting, representatives of the State Customs Service provided participants with an overview of the procedures followed by customs officers when verifying the correct determination of a product’s country of origin and when submitting requests to the State Customs Service for the verification of proofs of origin. The European Business Association expresses its sincere appreciation to the representatives of the State Customs Service, in particular Volodymyr Storozhchuk, for their open and constructive dialogue with the business community, their willingness to address practical issues arising in the application of customs legislation, and their commitment to developing balanced and fair solutions.
