EBA and State Service of Ukraine for Transport Safety discuss work priorities for 2026

  On 11 March, the European Business Association held an extended meeting of its Logistics Committee with Mykola Viduta, First Deputy Head of the State Service of Ukraine for Transport Safety. During the meeting, participants discussed issues in the field of transport and logistics that are particularly relevant for the business community. In particular, the priorities of Ukrtransbezpeka for 2026 were reviewed, including: the introduction of an electronic permit for servicing interregional routes; improvement of the Interbus module; expansion of the functionality of the online cabinet “Competitions for Domestic Routes”; modernisation of Services Unified Information and Communication System regarding the digitalisation of ECMT permits. Participants also raised the issue of roadside inspections conducted by inspectors and the development of the eInspector system — a unified interface for inspectors during roadside checks. As part of the implementation of eInspector, a roadside inspection checklist has been approved, which has increased the transparency of such inspections and reduced opportunities for potential abuses by inspectors. The Service is currently working on opening an API for carriers, which will allow companies to automatically receive information about inspections and issued decisions. Particular attention was also paid to the introduction of second-generation smart tachographs. The new devices allow for remote reading of data and enable faster monitoring of carriers in cases where violations are detected. At the same time, digital tachographs will become mandatory for carriers engaged in international transport operations. Participants also discussed the implementation of market surveillance functions carried out by Ukrtransbezpeka in three areas: wheeled vehicles and new parts and equipment that may be installed on such vehicles; railway rolling stock; railway infrastructure. A specific topic of discussion was the technical regulation governing used railcars. Business operators highlighted the need to amend Technical Regulation No. 1194. This would reduce the administrative burden and streamline business processes.
