How the Transparent Construction app works

  For many years, the process of commissioning construction objects in Ukraine remained overly complicated, bureaucratic, and vulnerable to corruption. This significantly hindered project implementation and slowed down the development of the industry. To address this issue, the “Transparent Construction” mobile application was developed in collaboration with the State Inspection of Architecture and Urban Planning, the Ministry for Communities and Territories Development, and the Ministry of Digital Transformation of Ukraine. Its development was supported by the “Digitalisation for Growth, Integrity and Transparency Project” (UK DIGIT), partnered by East Europe Foundation. The new digital tool allows inspectors to accept objects with just a few clicks, maximally minimising the human factor and ensuring transparency at all stages. The inspection algorithm is clearly automated and sequential: Authorisation via Diia.Signature: The inspector undergoes secure identification, gaining access to a specific inspection. Checklist completion: The inspector marks all mandatory points regarding the availability of executive documentation. Photo documentation with geolocation: The inspector takes photos of the main systems and typical measures defined by the project solution. Each picture automatically records geolocation to confirm the location of the actual inspection. Automatic upload: Images are automatically sent to the Unified State Electronic System in the Construction Sector (USESCS), and the report is stored in electronic format. After the inspection is completed, the report becomes available to the central office employees, who make the final decision on issuing or refusing the certificate. Next year, the application will be implemented in the State Architectural and Construction Control bodies under local self-government bodies, which will unify approaches at all levels. We continue to form a unified digital standard for state control, where the human factor is minimised, and the quality of inspections improves due to full automation.
