EBA representative joins roundtable on electricity market development in Ukraine

31/ 07/ 2025
On 30 July, Kseniia Voronina, Manager of the Energy Committee at the European Business Association, participated in the roundtable discussion “Ukraine’s Electricity Market: Challenges for Industry and the Metallurgical Sector”, organised by the information and analytical centre GMK Center. During the event, Kseniia emphasised the importance of developing the renewable energy sector in Ukraine, particularly wind energy. The discussion also addressed the need for the adoption of draft law No. 11455, which proposes amendments to the Customs Code aimed at facilitating the restoration of Ukraine’s alternative energy infrastructure. The draft law provides for exemption from import duties on wind power generating units, classified under code 8502 31 00 00 according to the Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED). The European Business Association supports draft law No. 11455, as its implementation would reduce the cost of wind power generating units, increase their accessibility, and accelerate the restoration and expansion of wind energy capacity in Ukraine. This, in turn, would enhance their competitiveness in the renewable energy market. Moreover, creating favourable conditions for importing equipment needed for the construction of energy facilities, equipment that is not produced in Ukraine, will help attract additional investment into the sector. Investors are more likely to fund projects that benefit from preferential import terms for materials and machinery. This would reduce overall costs, shorten payback periods, and accelerate the launch of new generation facilities. Given the scale of destruction to Ukraine’s energy infrastructure, the issue of its restoration and decentralisation is more relevant than ever. We thank the GMK Center for the invitation and the opportunity to participate in this professional discussion.
