Ukraine Imposes Anti-Dumping Duties on Fittings from China and Turkey

08/ 07/ 2025
On July 7, 2025, the Interdepartmental Commission on International Trade of Ukraine adopted a decision to apply definitive anti-dumping measures on imports of fittings for water supply and heating systems originating from the People’s Republic of China and the Republic of Turkey. The investigation was initiated based on a complaint submitted by a Ukrainian manufacturer, whose interests in the proceedings were represented by Ilyashev & Partners Law Firm. The investigation established that fittings from Turkey and China were being imported at dumping prices significantly below the normal value on the domestic markets of those countries. This unfair import caused substantial injury to the national producer, including reduced production volumes, falling sales, and worsening financial performance. According to the Commission’s decision, the final anti-dumping duties are set as follows: For Chinese producers – 166.65% of the customs value of the product; For Turkish producers – 34.72%. This case is an exceptional instance in Ukraine’s trade defence practice – the investigation was completed ahead of schedule, in just nine months, instead of the statutory twelve. This was made possible thanks to the effective work of the Ministry of Economy of Ukraine and a shift in the approach to handling such cases. Due to aggressive dumping imports from China and Turkey, our client suffered significant losses, including market share erosion, forced price reductions, and constrained production volumes. The imposition of duties will help protect the domestic manufacturer, preserve jobs in Ukraine, and create conditions for the further development of Ukrainian products in the water supply and heating sector. We sincerely appreciate the Ministry of Economy for transforming existing practices, expediting the review process, and taking real steps to protect domestic producers, said Olena Omelchenko, Partner and Head of International Trade Practice at Ilyashev & Partners. Ilyashev & Partners is one of Ukraine’s leading law firms, ranked among top advisors in international trade and anti-dumping investigations by The Legal 500 and Lexology Index. The firm has a strong track record of successfully handling anti-dumping, countervailing and safeguard investigations, and representing Ukrainian producers in import-related disputes involving Turkey, China, the European Union, India, and other countries.
