Meeting of the “Government-Business Dialogue” platform in Kharkiv

  On April 4, during the meeting of the “Government-Business Dialogue” platform chaired by Yevhen Ivanov, Deputy Head of the Kharkiv Regional Military Administration, a key issue was raised — the creation of preferential conditions for the Slobozhanshchyna region. Ihor Balaka, Head of the EBA Kharkiv Coordination Council, presented the Association’s proposals to support frontline regions, with a specific focus on Kharkiv region. Iryna Tretiak, Head of Domestic Tax Practice at Crowe Mikhailenko, and Anna Chaika, Business Element, together with colleagues, once again emphasized that business conditions in western Ukraine and those in Kharkiv and the region cannot be compared. To ensure survival and encourage the return of businesses and professionals to frontline regions, the following measures were proposed: Reduce the military levy to 1.5% Lower the Unified Social Contribution for employers to 10% Introduce a 0% land and property tax rate for at least one fiscal year plus six additional months to enable proper tax planning. Participants noted that for large businesses, returning to Kharkiv remains a complex issue. However, joint efforts are needed to establish a preferential regime for small and medium-sized enterprises. On a positive note, the Kharkiv Regional Tax Office is actively conducting outreach to taxpayers regarding re-registration of tax invoices. Together with tax consultants, this issue can be addressed through a clear understanding of tax audit principles. An agreement was also reached to form an expert commission to assist taxpayers with tax issues related to destroyed assets and missing primary documentation, as these challenges require coordinated attention from both authorities and the business community. In addition to business support programs, the meeting also addressed projects on inclusive workplace adaptation, employee reservation, and obtaining critical enterprise status, among other topics. We continue working together — and look forward to the implementation of these essential initiatives.
