Business met with the leadership of Lviv Customs to discuss key issues of customs regulation

  On 30 January, the Western Ukrainian Office of the European Business Association held a meeting with the leadership of Lviv Customs. Businesses had the opportunity to raise pressing questions and discuss challenges in their interaction with customs authorities. Key topics of discussion:  Lviv Customs 2025 action plan Customs representatives highlighted their priorities for the year, including process digitalisation, improvements in customs control procedures, and the introduction of mechanisms aimed at simplifying customs clearance for businesses.  Changes in customs legislation and practices in 2025 Special attention was given to new provisions under Law 3926-IX and anticipated changes in the new Customs Code. Participants discussed how these updates will impact customs clearance, potential new business requirements, and how companies can prepare.  Revised Pan-Euro-Med Regional Convention A key challenge for businesses is the lack of a transition period for new rules on the origin of goods. Discussions focused on the use of EUR.1-1 certificates issued until the end of 2024 and key considerations for companies engaged in import-export operations.  Customs valuation: challenges and possible solutions Businesses emphasised difficulties in determining customs value and discussed customs authorities approach to this issue, mechanisms for resolving disputes, and options for the prompt settlement of contentious situations. As a result of the meeting, both parties agreed to hold regular consultations between businesses and customs authorities to promptly resolve issues and strengthen cooperation.
