The HTP market in Ukraine is 99.9% legal – research

  In a study commissioned by Philip Morris International and conducted by the independent research agency NielsenIQ in the first quarter of 2024, 99.9% of empty discarded heated tobacco product (HTP) packs collected were found to be in compliance with Ukrainian labeling laws. The research analyzed a total of 600 packs, identifying only one pack not meeting the legal requirements, marked with Duty-Free labeling. This high compliance rate suggests that the HTP market in Ukraine predominantly operates within the legal framework, contrasting with the market for conventional cigarettes. The negligible presence of illicit trade in HTPs can be attributed to the sophisticated technology required for production, which acts as a barrier to unauthorized manufacturing. The sampling took place from February 12th to 24th, 2024, in three major Ukrainian cities: Kyiv, Odesa, and Lviv. This recent study echoes the findings from a previous survey in the fourth quarter of 2021, which also reported a non-domestic incidence of only 0.1% across seven cities.
