Ukraine approves 2026 quotas for controlled substances, including medical cannabis (Thc)

  On 29 December 2025, Ukraine adopted Resolution No. 1772, approving quotas for 2026 on the cultivation of plants containing narcotic and psychotropic substances, as well as the production, manufacturing, storage, import, and export of such substances. This includes tetrahydrocannabinol (THC), including ∆9 THC, marking an important milestone for the medical cannabis sector. For the first time, quotas have been set for substances based on medical cannabis. These quotas cover: Import for scientific and technical purposes; Import for the manufacturing of active pharmaceutical ingredients (API) and medicinal products; Medicinal products and APIs authorised in Ukraine for compounding or customising in a pharmacy. The approved quota for THC (including ∆9 THC) is as follows: Production: 493,535 grams; Import: 592,168 grams; Export: 100 grams; Storage: 592,068 grams. This decision reflects Ukraine’s commitment to ensuring compliance with international conventions while maintaining strict control over the legal circulation these products. Legal basis and why quotas are essential Under the Law on Narcotic Drugs, Psychotropic Substances and Precursors, quotas represent the maximum quantity of narcotic drugs and psychotropic substances based on the calculated national need for circulation over a defined period. Article 14 of the Law requires the Cabinet of Ministers to annually determine quotas for narcotic drugs and psychotropic substances, including cultivation of plants containing these substances, and for their production, manufacturing, storage, import, and export. These quotas are a mandatory control measure under Ukrainian law and international treaties that ensure: Application of restrictions and prohibitions on circulation of certain substances; Issuance of permits for import/export by the State Service of Ukraine on Medicines and Drug Control strictly within the quota limits; Compliance with UN Conventions Quotas are a legal prerequisite for any lawful activity involving controlled substances in Ukraine. They define the national ceiling for production and trade, directly impacting licensing, supply planning, and compliance obligations for businesses operating in the medical cannabis sector.
