The market of private phytosanitary laboratories was launched

  On January 30, the CMU Resolution Certain Issues of Implementation of the Law of Ukraine On Plant Quarantine approved by the Government on November 15, 2019, was published. Therefore, private laboratories will be able to carry out phytosanitary examinations for export operations. The grain business community has supported the initiative of introducing the market of private phytosanitary laboratories, which was approved by the Law On Amendments to Certain Legislative Acts of Ukraine Regulating the Implementation of Certain Phytosanitary Procedures 2501-VIII of July 10, 2018. This Resolution aims to harmonize the legislation of Ukraine with the legislation of the EU in the field of phytosanitary control, which is one of the priorities of the process of Ukraines integration into the EU. It envisages the introduction of international practice of involving the private sector in the provision of sampling services for phytosanitary examination and its implementation. In the opinion of the representatives of the grain business community, the authorization of phytosanitary laboratories of private ownership to carry out phytosanitary examination will allow: create competitive conditions for laboratory research through the authorization of non-governmental laboratories; avoid duplication of certain operations; reduce the time of phytosanitary control procedures; improve the quality of phytosanitary examination; reduce corruption risks. We are waiting for the start of the private phytosanitary laboratories market!

  • create competitive conditions for laboratory research through the authorization of non-governmental laboratories;

  • reduce the time of phytosanitary control procedures;
  • improve the quality of phytosanitary examination;
  • reduce corruption risks.
