Inclusive Recovery and Reconstruction

    On June 10, the “Inclusive Recovery and Reconstruction” discussion was convened in the German capital, as part of the Ukraine Recovery Conference 2024. East Europe Foundation was instrumental in organizing this event, which sought to fortify the dialogue among the Ukrainian public, the Government, and our international partners, all in the context of Ukraine’s impending reconstruction.  This event served as a sequel to the conference held in Kyiv on April 11, 2024, where we engaged with numerous civil society stakeholders from across Ukraine, government officials, and representatives of the international community. Our aim this time was to include Ukrainians who were compelled to leave their homeland due to Russia’s full-scale invasion. Twelve esteemed representatives from Ukraine’s civil society sector journeyed to Berlin to impart their perspective on the situation and offer specific recommendations for an inclusive recovery and reconstruction. The esteemed Viсtor Liakh was granted the privilege of moderating the conference. In his address, the President of East Europe Foundation underscored that inclusive governance and digitalization should be the bedrock principles of post-war reconstruction.  “Inclusive governance encompasses a range of issues: from adopting best management practices for developing Ukrainian civil society to reforming government management approaches to meet international, especially European, standards.  Digitalization is crucial for delivering efficient public services, creating new community reconstruction methods, and involving citizens in public decision-making,” Liakh articulated. The conference also spotlighted other facets of the issue such as social cohesion, reintegration, security and human rights, gender equality, and more. The prevailing sentiment of the day’s discussion was that everyone’s interests should be considered in the process of making socially significant decisions. “Inclusive recovery will empower all Ukrainians to shape their own future and the trajectory of the state’s development. The participation of everyone will bolster societal cohesion. Moreover, inclusiveness will safeguard against any attempts to seize power and will cultivate the most precious social resource: trust in public institutions,” stated Ilona Khmelova, PhD, Head of Socio-Political and International Advocacy Cluster at East Europe Foundation. We extend our heartfelt gratitude to our partners who contributed to the conference’s organization. These include the Ukrainian Community of Dialogue Practitioners and the Rule of Law network of organizations: Fama Research Agency, Center for Security Studies (CENSS), Ukrainian Association of Women Judges (UAWJ), and the Public Center for Legal Initiatives. We would also like to recognize the Swedish government organization, the Folke Bernadotte Academy. Their support was invaluable in making this event possible. We are thrilled to collaborate with such dependable and professional partners. Together, we can surmount any challenges!
