From February the 1st<\/sup>, 2018 most of the cargoes are issued at customs using the mechanism of the \u2018single window\u2019. Besides the customs the products imported and exported from Ukraine, control a number of other services – they trace the products safety for human life and health and for the environment. It was precisely for the control by such related services that the principle of a \u2018single window\u2019 was introduced.<\/p>\n \u2018Single Window\u2019 is a software that is introduced in order to substantially simplify the order of passing various forms of product control; which allows entrepreneurs – economic operators send the scanned documents immediately to all services that perform the control, without bringing the paper documents from one inspector to another; which allows to control the employees of the related services, since all the decisions that they make in the process of monitoring are also displayed in the \u2018single window\u2019. And this is far from all the benefits of this mechanism.<\/p>\n However, there are also enough disadvantages – from the imperfection of the software, and to the contradictions in the legislation. In order to identify and, if possible, to eliminate these problems EBA Kharkiv office organized a meeting with the management of the SFS Kharkiv Customs and the representatives of all related services that operate in the \u2018single window\u2019.<\/p>\n Andriy Tantserov, the Acting Head of the SFS Kharkiv Customs and his colleagues and Heads of the related organs of State Ecological and Products Inspections and Southern Regional Service of State Veterinary Control Supervision of the State Border and Transport shared the first results of the “single window” in the region and noted the increase in the number of customs registrations using the mechanism, even at those checkpoints, where entrepreneurs have the opportunity to voluntarily choose a method of control (paper or electronic).<\/p>\n During the discussion, the EBA member-companies representatives raised the questions concerning the shortcomings of the software and different interpretation of the legislation regarding the sanitary-epidemiological control of some international express deliveries by the customs and regulatory authorities. As all the interested parties were present at the meeting, it was immediately possible to find a way out from the controversial situations.
