<\/p>\n

During its first 100 days, the government led by Serhii Koretskyi has adopted a number of measures to support businesses during the war. These include expanding funding for business recovery, strengthening war-risk compensation mechanisms and simplifying certain regulatory procedures. However, a number of systemic issues remain unresolved.<\/p>\n

At the outset of the new government\u2019s term, the European Business Association identified key priorities<\/a> for the business community: macrofinancial stability, European integration, deregulation, tackling the shadow economy, predictable employee reservation rules and investment protection. These issues remain just as relevant today.<\/p>\n

Positive steps include the expansion of business support instruments.<\/strong> The Government has increased funding opportunities for the recovery of fuel and warehouse infrastructure, processing enterprises, and working capital for wholesale and retail trade. The programme provides for a fixed state compensation equivalent to 5.5% per annum of the bank\u2019s base interest rate, with a maximum loan amount of UAH 1 billion for a group of related companies.<\/p>\n

Programmes compensating businesses for war-related losses and insurance premiums have also been expanded. Kyiv and Kyiv Oblast have been included among the high-risk territories, the list of eligible property has been extended, and the maximum annual compensation for insurance premiums has increased from UAH 3 million to UAH 5 million per enterprise.<\/p>\n

In the pharmaceutical sector, requirements for the storage of medicinal products have been simplified to allow greater operational flexibility and continuity of licensed activities. The Government has taken into account a number of proposals from pharmaceutical businesses to simplify state quality control of imported medicines. These changes help maintain supplies and minimise the risk of medicines becoming unavailable to patients as a result of damage to warehouse and logistics infrastructure.<\/p>\n

The Association also notes the willingness of the relevant authorities to engage in practical dialogue with companies. At the same time, it is important that such engagement takes place not only when explaining decisions that have already been adopted, but also during their development.<\/p>\n

\u2018Businesses need clear rules, predictability and effective instruments that help them retain their teams, restore damaged facilities and continue investing even during the war. We are grateful to the new Government team for its dialogue with business and look forward to strengthening this cooperation,\u2019 says Anna Derevyanko, Executive Director of the European Business Association<\/strong>.<\/em><\/p>\n<\/blockquote>\n

At the same time, a number of issues require further government attention.<\/strong> One of the key concerns for businesses today is the predictability of employee reservation rules. Frequent changes to the procedure for confirming critical enterprise status create uncertainty for companies and complicate planning. The Association emphasises the need for open discussion of such changes with businesses and an assessment of their economic implications.<\/p>\n

The level of compensation for war-related losses, the accessibility of support programmes and the speed of payments also remain pressing concerns. In the area of taxation, businesses expect clear procedures and relief for enterprises that have lost assets, stock or primary accounting documents as a result of Russian attacks. The measures sought include the temporary suspension of non-food product labelling requirements, a moratorium on inspections, no fines for lost primary accounting documents and no requirement to restore them, clear procedures for verifying losses, and the deferral of tax obligations without penalties or late-payment interest.<\/p>\n

Preparing for winter is another priority.<\/strong> State lending programmes for power generation equipment and funding for energy projects are helping enterprises strengthen their energy autonomy. However, practical results depend on whether companies can obtain financing, purchase equipment and connect it to the grid in time. It is already important to eliminate delays in permitting and grid connections, ensure access to fuel, and provide businesses with clear information about potential energy supply scenarios.<\/p>\n

Businesses expect the Government to continue delivering practical results.<\/strong> Immediate priorities include ensuring stable employee reservation rules, accessible funding for recovery and energy resilience, simplified procedures for affected enterprises, and further progress on deregulation and European integration.<\/p>\n

The Association emphasises that European integration reforms should be developed with business involvement, taking costs into account and providing realistic transition periods. One practical step would be to agree with the business community on a plan of priority measures, with clear deadlines and designated responsible authorities.<\/p>\n

During a full-scale war, the Government cannot resolve every challenge in a short period. However, consistent decision-making, transparent dialogue and measurable results remain fundamental to maintaining business confidence and safeguarding the country\u2019s economic resilience.<\/p>\n
