Yevheniia has over 20 years&#8217; experience in HR management. Her team provides HR administration and military registration services, advises on employment law and supports companies during regulatory inspections.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">HR administration is often seen as a support function. Yet errors in employment records may only come to light during an inspection, a dismissal or an employment dispute. Companies may have to demonstrate not only that their paperwork is in order, but also that their decisions can withstand scrutiny from regulators or the courts.<\/span><\/p>\n<p><strong>Labour Inspections and Employment Disputes<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Since March 2022, Ukraine&#8217;s State Labour Service has restricted routine inspections. Unscheduled inspections remain possible under law, including after employees complain about breaches of their employment rights.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yevheniia has observed that employees have increasingly sought legal representation to resolve disputes before bringing proceedings or to pursue claims in court. Most employment disputes EBS handles involve dismissals. One example concerns employees who left Ukraine in 2022 and subsequently refused to return to office-based work. In the episode, Yevheniia discusses how judicial practice developed in such cases during 2025\u20132026 and the circumstances in which courts have ruled in favour of employers.<\/span><\/p>\n<p><strong>Military Registration: How Inspections Work<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Unlike State Labour Service inspections, inspections of employers&#8217; military registration records are scheduled and ongoing. Companies may also be added to inspection plans during the year. Based on EBS&#8217;s experience, district state administrations have been amending their approved inspection schedules more frequently.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">An inspection commission may comprise between six and eleven members, although fewer representatives typically attend the company&#8217;s premises. They review documentation on employee mobilisation deferments, military registration records, correspondence with Territorial Recruitment and Social Support Centres (TRCs), and other relevant documents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yevheniia recalls cases in which several commission members questioned the employee responsible for military registration at the same time. In some instances, inspectors themselves confused statutory forms and annexes while insisting that the company had failed to comply with the requirements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maintaining accurate records is therefore only part of the preparation. The employee responsible for military registration must also thoroughly understand Procedure No. 1487 and be able to explain and defend the employer&#8217;s position. The episode also covers deadlines for remedying violations, potential fines, and circumstances that may trigger further inspections.<\/span><\/p>\n<p><strong>Employee Safety During Air Raid Alerts<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The episode also addresses employers&#8217; responsibilities for staff safety during air raid alerts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Consider a shop where an air raid alert is announced while employees are serving customers. An employee decides to stop working and seek shelter, leaving customers waiting. Can the employer require the employee to continue working?
