Amid mounting wartime challenges, businesses are calling on the state to focus on priority decisions needed to ensure the stable operation of the economy and support companies.<\/p>\n

Intensified shelling, staff shortages, disruptions to electricity supplies and logistics, and other wartime challenges are having a significant impact on companies\u2019 operations. This, in turn, affects their ability to pay taxes, preserve jobs and continue making social investments.<\/p>\n

Business resilience also depends on the country\u2019s macroeconomic and macrofinancial stability, which is largely supported by international assistance. The business community therefore believes that it is now essential to focus on fulfilling Ukraine\u2019s commitments to international partners and adopting the relevant legislative and regulatory changes, particularly those necessary to ensure the continuity of international financial support.<\/p>\n

Experts from the European Business Association have compiled a list of priority bills whose adoption would help maintain macroeconomic stability, improve the business environment and strengthen the country\u2019s economic resilience.<\/p>\n

Postponement of the e-Excise System Launch \u2014 Draft Law No. 15532 of 21 August 2026<\/strong><\/p>\n

Businesses are calling<\/a> for the full launch of the new e-Excise system to be postponed to ensure adequate technical and operational readiness and give market participants sufficient time to test the system.<\/p>\n

Abolition of the VAT Exemption for Goods in International Postal and Express Shipments<\/strong> \u2014 Draft Laws No. 15460 of 31 July 2026 and No. 16051-1 of 9 September 2026<\/p>\n

Abolishing the VAT exemption for goods worth up to EUR 150 in international postal and express shipments is a matter of economic fairness and fair competition. It would also fulfil Ukraine\u2019s commitments to bring its tax and customs legislation into line with EU law.<\/p>\n

Adoption of the New Customs Code of Ukraine<\/strong> \u2014 Draft Law No. 15450 of 28 July 2026<\/p>\n

Adopting the new Customs Code is important for fulfilling Ukraine\u2019s European integration commitments and gradually adapting businesses to new EU customs procedures and rules.<\/p>\n

Ukraine\u2019s Accession to the Single Euro Payments Area (SEPA)<\/strong> \u2014 Draft Law No. 14327-d of 6 April 2026<\/p>\n

Businesses support the harmonisation of national legislation with European rules on preventing money laundering and terrorist financing, as well as ensuring transparency in the financial system. At the same time, it is important to ensure institutional capacity and strike a balance between effective financial monitoring and the protection of the rights, interests and financial privacy of individuals and businesses.<\/p>\n

Improving the Mechanisms for Granting and Exercising Subsoil Use Rights<\/strong> \u2014 Draft Law No. 15454 of 30 July 2026<\/p>\n

Businesses are calling for improvements to the mechanisms for granting and exercising subsoil use rights through auctions. Consistent legislative improvements, more transparent procedures and predictable operating conditions would help attract investment to the extractive industries, develop Ukraine\u2019s resource potential and strengthen its economic resilience.<\/p>\n

Improving State Regulation in the Agri-Food Sector<\/strong> \u2014 Draft Law No. 15058-d of 21 August 2026<\/p>\n

For businesses, it is important to extend the transitional periods for the animal health sector. This would allow companies to prepare properly for the new requirements and ensure a gradual transition to the updated rules.<\/p>\n

Regulation of Virtual Asset Transactions in Ukraine<\/strong> \u2014 Draft Law No. 10225-d of 24 April 2025<\/p>\n

The bill would establish a legal framework for regulating virtual asset transactions in Ukraine and introduce mechanisms for taxing transactions involving virtual assets, including profits from their sale.<\/p>\n

Liberalisation of Land Relations<\/strong> \u2014 Draft Law No. 14087 of 29 September 2025<\/p>\n

Adopting the bill would resolve legal uncertainty regarding the retention of rights to non-agricultural land plots by Ukrainian companies with foreign investment. This would provide reliable guarantees for the protection of investors\u2019 property rights, reduce the risk of land disputes and support the uninterrupted operation of critical and digital infrastructure under martial law.<\/p>\n

Businesses look to Parliament to address these issues and call for legislative work to be accelerated on solutions that are essential for sustaining economic activity, fulfilling Ukraine\u2019s international commitments and creating predictable conditions for businesses to operate.<\/p>\n
